Polisario Front Submits Expanded Proposal to UN Chief for Sahrawi Self-Determination

On Monday, October 20, 2025, the Polisario Front presented an expanded proposal to United Nations Secretary-General Antonio Guterres, outlining a mutually acceptable political solution that ensures the self-determination of the Sahrawi people. The submission, described as a “gesture of good will,” responds to UN Security Council resolutions addressing the Western Sahara conflict, according to a Polisario Front statement.
In a letter to Guterres, Brahim Ghali, President of the Sahrawi Arab Democratic Republic (SADR) and Secretary-General of the Polisario Front, detailed the proposal titled “Polisario Front Proposal for a Mutually Acceptable Political Solution Providing for the Self-Determination of the People of Western Sahara and the Restoration of Regional Peace and Stability.” The initiative comes as the UN Security Council prepares to review the mandate of the United Nations Mission for the Referendum in Western Sahara (MINURSO). The statement emphasized that the proposal aligns with Resolution 2756 (2024), which calls on both parties to advance their positions toward a resolution.
Ghali noted that the Polisario Front first submitted a proposal to the UN Secretary-General on April 10, 2007, acknowledged by the Security Council in Resolution 1754 (2007) and subsequent resolutions. The updated proposal seeks to enable the Sahrawi people to exercise their inalienable right to self-determination through a referendum supervised by the United Nations and the African Union (AU). It also expresses the SADR’s willingness to negotiate with Morocco to establish strategic, mutually beneficial relations between the two nations.
The Polisario Front reiterated its readiness to share the “costs of peace” with Morocco, provided there is political will to achieve a just, peaceful, and lasting solution that guarantees Sahrawi self-determination and restores regional peace and stability. Such a solution, Ghali stressed, must align with the UN Charter’s goals and principles and the African Union’s Constitutive Act.
Ghali underscored the urgency and feasibility of a peaceful, just, and durable resolution to the Western Sahara conflict, rooted in international law. He called for a departure from the status quo and unilateral solutions, urging political courage and foresight to build a shared future based on mutual respect, good neighborliness, and cooperation. To this end, the Polisario Front reaffirmed its commitment to direct, good-faith negotiations with Morocco under UN auspices, without preconditions, based on the expanded proposal’s spirit and content, to secure a lasting solution that upholds Sahrawi self-determination and fosters regional stability.
