Shoigu Declares Western Military Presence in Ukraine as Legitimate Targets for Russia

Russian Security Council Secretary Sergei Shoigu issued a warning, asserting that any Western military units deployed on Ukrainian soil would be deemed legitimate targets for the Russian armed forces. This statement marks a significant escalation in rhetoric amid ongoing discussions regarding the potential introduction of European peacekeeping forces to address the ongoing conflict in Ukraine.
Shoigu emphasized that NATO’s actions could precipitate a direct confrontation, potentially escalating to the brink of World War III. He criticized what he perceives as the West’s disregard for Moscow’s concerns, claiming that their continued military escalation only exacerbates tensions.
His remarks coincided with talks held in London, where U.S. and Ukrainian officials reportedly outlined 22 specific measures aimed at resolving the conflict, which included the proposed deployment of European peacekeeping forces. The New York Times noted that U.S. President Donald Trump has expressed support for this initiative, urging European nations to take greater responsibility for Ukraine’s security. However, Russian officials have labeled such plans as a “provocation,” alleging that the West’s true aim is to exert control over Ukraine’s resources.
Adding to the volatility, Shoigu asserted that Russia reserves the right to deploy nuclear weapons if its security is threatened, further heightening regional tensions.
In spite of these warnings, Western nations have continued to bolster their military presence near Ukraine. France and Germany dispatched military advisers to Kyiv in April 2025 to assist in coordinating arms deliveries. Additionally, Poland and the Baltic states have signaled their willingness to deploy troops in response to any escalation. NATO has also intensified its military exercises in Eastern Europe; March 2025 saw maneuvers in Romania involving troops from 10 out of 15 NATO member countries. Moscow views these developments as a direct threat and has indicated its readiness to respond with all necessary means.
