New York (United Nations) – The United Nations Security Council has taken a decisive step in combating terrorism financing by endorsing the adoption of a set of guidelines by its Counter-Terrorism Committee, which will now be known as the “Algerian Guidelines.”

With the end of its first year of tenure in the United Nations Security Council (2024-2025), Algeria has made a significant mark in the international structure for combating terrorism. The adoption of the “Algerian Principles” concerning the financing of terrorism using modern technologies is a tangible legacy of this tenure and represents a historic contribution to enhancing international peace and security.

This notable diplomatic achievement, which adds to Algeria’s previous successes during its membership in the Security Council, resulted from an intensive and arduous negotiation process that lasted a full year under Algeria’s presidency of the Counter-Terrorism Committee.

These efforts have established a new international framework to address the challenges arising from the rapid development of financial technologies.

The adoption of the “Algerian Principles” reflects the fruits of diligent and cooperative work, characterized by in-depth consultations among experts from multiple countries and requiring precise coordination with the national structures of each member state to ensure consistency with international standards.

The preparation of this document faced significant challenges, including reaching difficult compromises on many parts of the text to reflect the diversity of perspectives within the international community.

This approach, marked by a high technical level, demonstrates the efforts made to reconcile security innovation with respect for national sovereignty.

It is clear that this process highlighted Algeria’s ability to mobilize and unify international actors around fundamental principles while maintaining a balance between technological advancement and security necessities. The guidelines respond to the growing concerns of the international community regarding the exploitation of innovative financial technologies by terrorist groups, offering a comprehensive and balanced approach that allows for leveraging the benefits of modern technologies while enhancing states’ capacities to prevent and combat their misuse for terrorist purposes.

The inclusion of Algeria’s name through these principles in the official documents of the Security Council solidifies Algeria’s ongoing commitment to combating terrorism and its leadership role in this field.

This achievement also represents a legacy that Algeria will be remembered for in the Security Council and in relevant international forums, reflecting its globally recognized expertise and its ability to rally the international community around vital security issues.

The adopted document proposes a global approach centered around four strategic pillars:

Emerging risk analysis, adapting regulatory frameworks, enhancing detection mechanisms, and systematic assessment of the effectiveness of the measures taken. This structure embodies Algeria’s vision for achieving a balanced response to contemporary security challenges.
