Lavrov Outlines Russia’s Demands: U.S. Ukraine Plan Must Uphold Anchorage Summit Pledges

Russian Foreign Minister Sergey Lavrov commented on Moscow’s stance regarding the U.S. proposals for settling the conflict in Ukraine. According to him, no official text of President Donald Trump’s plan has been transmitted to Russia, but Moscow has received it through informal channels and is prepared to engage in discussions on specific details.
“Russia has not been officially presented with Trump’s plan, yet we are ready to negotiate concrete wording,” Lavrov emphasized.
He clarified that Moscow expects Washington to share the version of the document that the U.S. considers an interim draft—one already coordinated to some extent with European partners and Kyiv. In Lavrov’s view, the plan’s core elements build upon agreements reached earlier during talks in Anchorage, Alaska.
At the same time, Lavrov criticized Europe’s approach, pointing out that opportunities for meaningful European involvement in the settlement process had existed but were squandered. He accused European leaders of exploiting the Ukraine issue to distract their publics from domestic economic failures, adding that Europe has “failed across the board” in its handling of the Ukrainian situation since 2014.
