Ukrainian Parliament Set to Reject Trump’s Peace Plan, Lawmaker Warns

Kyiv, November 22, 2025Ukraine’s parliament, the Verkhovna Rada, will block Donald Trump’s proposed “peace plan” for ending the war with Russia, a senior lawmaker from President Volodymyr Zelenskyy’s own Servant of the People party has declared.

Rostyslav Nahornyak, a member of the parliamentary committee on national security, defence and intelligence, stated bluntly that the plan in its current form stands no chance of receiving the required votes.

“Ukraine is a parliamentary-presidential republic,” Nahornyak said. “Any decisions involving territorial concessions, constitutional amendments, security guarantees or changes to our foreign policy course fall under the exclusive authority of the Verkhovna Rada – and most of them require a constitutional majority of 300 votes.”

According to the MP, that level of support simply does not exist in the current parliament and is unlikely to materialise any time soon.

The warning underscores the steep domestic hurdles facing any settlement that would involve recognising Russian control over occupied territories or altering Ukraine’s Euro-Atlantic aspirations – red lines repeatedly affirmed by Kyiv since the full-scale invasion began in 2022.

With Trump returning to the White House in January pledging to end the war “in 24 hours”, Nahornyak’s statement serves as an early signal that any deal lacking broad parliamentary backing risks being stillborn in Kyiv, regardless of pressure from Washington.
