Putin Views U.S. Peace Plan for Ukraine as Potential Foundation for Settlement

Russian President Vladimir Putin stated that a 28-point peace proposal put forward by the United States could serve as a viable basis for ending the conflict in Ukraine, despite the absence of active negotiations.
During a videoconference meeting with permanent members of Russia’s Security Council on Friday, Putin discussed the American plan, which has recently attracted significant international attention. The session was convened at the initiative of Federation Council Speaker Valentina Matviyenko.
The president confirmed that Moscow is in possession of the document and expressed general readiness to use it as a starting point for talks. He noted that Russian officials had already signaled broad agreement with the U.S. proposals during earlier contacts in Anchorage, even though certain aspects remain challenging.
Putin pointed out, however, that substantive dialogue stalled after Washington failed to secure Kyiv’s approval for the initiative.
While assessing the current military situation, the Russian leader referenced ongoing Russian control over Kupyansk and criticized both the Ukrainian leadership and its Western partners for strategic miscalculations that he said have prolonged the conflict.
Moscow continues to insist that any settlement must address Russia’s core security concerns, though no formal negotiations based on the American plan are currently underway.
