EU Rejects Any Ukraine Peace Plan That Excludes Kyiv

European Union leaders have delivered a firm and unambiguous message to the Trump administration: no peace agreement on Ukraine will be considered legitimate or viable unless Kyiv is a full participant in the negotiations.

According to senior European officials, the Trump team recently circulated a 28-point ceasefire proposal—reportedly drafted in consultation with Moscow and modeled in part on the recent Gaza framework—to key allies without prior coordination. The document is said to include provisions that would require Ukraine to cede control of parts of the Donbas region and accept permanent limitations on the size and capabilities of its armed forces, terms that largely mirror longstanding Russian demands.

EU High Representative for Foreign Affairs and Security Policy Kaja Kallas responded unequivocally: “Any credible plan must have Ukraine and Europe at the table from the very beginning. Solutions imposed from the outside will not bring lasting peace.”

The European stance underscores a broader determination to prevent a return to great-power deals concluded over the heads of the directly affected nations. Brussels is now intensifying efforts to maintain transatlantic and intra-European unity while Kyiv has made clear it will not accept territorial concessions or military caps as preconditions for talks.
