U.S. Intelligence: Putin More Determined Than Ever to Win in Ukraine

U.S. intelligence agencies have concluded that Vladimir Putin remains fully committed to securing victory in Ukraine. In a classified report delivered to Congress this month, officials found no evidence that Moscow is prepared to make concessions.
Sources, including a senior White House official and a congressional aide, described Putin as “more resolute than ever” in his pursuit of territorial gains and expanded influence. This assessment echoes evaluations from Western intelligence services monitoring the Kremlin since the invasion began in February 2022.
Despite attempts by Donald Trump to facilitate negotiations, Russia continues to insist on stringent conditions: Ukraine’s full disarmament, permanent rejection of NATO membership, and exclusion of Western peacekeepers.
