Putin Invites Zelensky to Moscow for Talks

Russian President Vladimir Putin has offered to host talks with Ukrainian President Volodymyr Zelensky in Moscow about the ongoing conflict. During a briefing, Putin emphasized that Moscow is the optimal location for such discussions and extended a guarantee of 100% security for Zelensky during his visit. This invitation comes in the context of escalating tensions and recent developments, including Ukrainian drone attacks on Russian regions and Russia’s preparations for a new offensive in the Pokrovsk area.

Putin’s press secretary, Dmitry Peskov, confirmed that the invitation was made to Zelensky, clarifying that the purpose of the proposed meeting is to explore potential resolutions to the conflict, rather than to issue an ultimatum.

In a related statement, Putin asserted that any foreign troops present on Ukrainian territory would be deemed legitimate targets by Russia. He described the presence of foreign military formations in Ukraine, regardless of their status or objectives, as a direct threat to Russia’s national security. This remark reflects the heightened tensions between Russia and Western countries, which continue to provide military support to Ukraine. Earlier on the same day, Peskov dismissed rumors regarding the deployment of North Korean troops in Ukraine, stating that their presence is confined to Russian territory as part of bilateral cooperation.

While expressing a readiness for negotiations with Ukraine, Putin cast doubt on their current feasibility. He noted that until recently, the Ukrainian government had categorically rejected the idea of direct talks with Moscow. Nonetheless, he reiterated that Russia remains open to reaching agreements for long-term peace. “If agreements on long-term peace in Ukraine are reached, Russia will implement them in full,” he assured.

However, Putin identified several obstacles that could hinder the implementation of such agreements. He pointed out that any agreement would need to be confirmed through a referendum, which would require the lifting of martial law in Ukraine. He also highlighted significant corruption issues within Ukraine, mentioning that the chairman of the constitutional court, who could have validated the results of a referendum concerning territorial concessions, is currently imprisoned.

It is important to note that Kyiv has previously rejected any territorial concessions to Russia, complicating the prospects for future negotiations.
