The Board of Governors of the International Atomic Energy Agency (IAEA), comprising 35 member nations, has formally declared Iran to be in breach of its non-proliferation obligations. This resolution, passed during a closed-door meeting on Thursday, marks the first time in nearly two decades that such a declaration has been made regarding Iran’s compliance.
The resolution states, “The board finds that Iran’s numerous failures to fulfill its obligations since 2019—specifically in providing the Agency with comprehensive and timely cooperation concerning undeclared nuclear materials and activities at various undisclosed locations—constitutes non-compliance with its Safeguards Agreement with the Agency,” as reported by diplomats who attended the meeting and reviewed the text of the resolution.
