Russia Refuses to Share Peace Plan for Ukraine with the U.S.

Russian Foreign Ministry spokesperson Maria Zakharova announced that Moscow has no intention of sharing its draft memorandum for the peaceful resolution of the Ukraine conflict with Washington. During a press briefing, Zakharova emphasized that the United States will not participate in the exchange of memoranda aimed at settling the ongoing conflict, challenging statements made by U.S. Presidential Special Representative Keith Kellogg, who indicated that the White House had already received a similar document from Kyiv and was awaiting Russia’s version.

Zakharova underscored the absence of any agreements regarding U.S. mediation, raising questions about Washington’s role in the negotiation process. Meanwhile, developments on the ground reveal a contrasting narrative: Ukrainian Defense Minister Rustem Umerov has already submitted Kyiv’s ceasefire memorandum to the Russian side, represented by Presidential Aide Vladimir Medinsky, signaling Ukraine’s readiness to engage in dialogue.

Kellogg’s comments, reported by Fox News, suggested that the U.S. was poised to receive a list of conditions for a peaceful settlement from Ukraine and was anticipating Russia’s response. However, Moscow is asserting its stance independently, indicating a clear preference for direct negotiations with Kyiv, free from external mediation.
