The Federal Security Service (FSB) successfully thwarted a planned terrorist attack in Kaliningrad, aimed at disrupting Victory Day celebrations on May 9, 2025. The FSB reported the detention of a Russian national who was allegedly acting under the guidance of a Ukrainian curator and intended to detonate a homemade explosive device along the route of a military parade.

The suspect, a 25-year-old resident of Kaliningrad, is believed to have been recruited by operatives of the Right Sector, a terrorist organization banned in Russia, via Telegram channels. His objective was to plant the explosive device to maximize damage and instill panic among the public. The FSB operatives confiscated a homemade bomb, equipped with striking elements, as well as various components necessary for its construction, including explosives and detonators.

Further investigations revealed that the suspect’s apartment contained symbols associated with Right Sector, detailed instructions for creating explosive devices, and correspondence with his curator that confirmed his plans. Following the attack, the suspect reportedly intended to flee Russia to join combat operations in Ukraine.

The arrest took place on May 7, just two days before the anticipated Victory Day festivities, underscoring the heightened security concerns in Russia’s westernmost region amid ongoing tensions with Ukraine. The detainee now faces a potential sentence of up to 20 years in prison for preparing a terrorist act and for the illegal manufacture of explosives. This incident marks the latest in a series of sabotage attempts linked to Ukrainian extremist groups, highlighting the ongoing security challenges facing the region.
