In accordance with the provisions of the presidential decree dated September 26, 2005, establishing the Higher Military School, General Said Changriha, Minister Delegate to the Minister of National Defense and Chief of Staff of the People’s National Army, chaired the 18th session of the steering council for this school on Thursday, May 15, 2025.

Following the reception ceremonies, General Changriha, accompanied by the commander of the First Military Region and the director of the Higher War College, paid tribute to the late President Ali Kafi, whose name is honored by the school’s headquarters. He laid a wreath at the memorial dedicated to him and recited a prayer for his soul.

Subsequently, General Changriha led the council meeting, where he delivered an opening speech emphasizing the commitment of the higher command of the People’s National Army to prioritize combat preparation through conducting intensive training that includes realistic scenario simulations. He stressed the importance of equipping personnel with the skills to respond swiftly to emerging changes and situations:

“We have always regarded combat preparation and continuous training of military personnel as the fundamental keys to mastering weapons and their systems, and to achieving maximum benefit from them. For this reason, we in the People’s National Army are dedicated to giving combat preparation the attention it deserves, through intensive training that incorporates realistic scenarios and by ensuring our personnel can respond quickly to unexpected changes and situations, thereby enhancing their ability to use their capabilities efficiently and accurately.”

General Changriha further expressed his reliance on the Higher War College to contribute to the preparatory efforts for the forces by developing new theoretical approaches and innovative practical concepts regarding optimal methods for continuous adaptation to new developments:

“In this context, we place great importance on the Higher War College contribution to this preparatory effort for the forces, through formulating new theoretical approaches and creating innovative practical concepts about the best ways to continuously adapt to new developments, ensuring effective confrontation with all current and future challenges and maintaining our country’s position as a regional power, always ready to face any threats to its sovereignty, stability, and vital interests.”

Following this, General Changriha attended a comprehensive presentation by the director of the Higher War College , which included a report on the objectives achieved since the last council session and those planned for the upcoming training year 2025-2026. He then listened to the contributions from council members regarding the agenda items before ultimately signing the golden register of The Higher War College.
