Peskov: Ukraine Conflict Could End If Kyiv Withdraws Troops from Occupied Regions

April 23, 2025, Moscow — The ongoing conflict in Ukraine could come to an abrupt halt if Kyiv agrees to withdraw its military forces from four regions recognized by Russia as part of its territory, according to Dmitry Peskov, the Press Secretary for the Russian Presidency.

In a statement today, Peskov highlighted that Russia is demanding the withdrawal of Ukrainian troops from the Donetsk and Luhansk People’s Republics, as well as the Zaporizhia and Kherson regions. These areas are enshrined in the Russian Constitution, underscoring Moscow’s firm stance on their status. He asserted that meeting this demand could pave the way for a ceasefire and initiate discussions for a peaceful resolution to the conflict.

Peskov’s remarks come amid ongoing hostilities and stagnant diplomatic negotiations, as international discussions continue to explore potential avenues for de-escalation. While the Ukrainian government has yet to respond to Peskov’s conditions, it has consistently affirmed its commitment to restoring territorial integrity based on the borders established in 1991.

Ukrainian President Volodymyr Zelensky has made it clear that negotiations can only proceed after the complete withdrawal of Russian troops from territories claimed by Ukraine.
