GCSP Unveils Comprehensive Framework for a Sustainable Ceasefire in Ukraine

The Geneva Centre for Security Policy (GCSP) has introduced an in-depth framework aimed at establishing a sustainable ceasefire in Ukraine, underscoring the necessity of international collaboration and third-party mediation in achieving lasting peace.

Strategic Military and Security Arrangements

The GCSP’s proposal outlines several key measures to facilitate a negotiated ceasefire between the conflicting parties in Ukraine, focusing on both military arrangements and the needs of civilians:

  1. Ceasefire Line: A clearly defined ceasefire line is essential. This line must be mapped and agreed upon by all parties, taking into account existing infrastructure and civilian requirements.
  2. Buffer Zone: The plan recommends creating a buffer zone 10 to 15 kilometers wide, which would enforce strict military withdrawal and impose no-fly restrictions to enhance security and reduce tensions.
  3. Heavy Weapons Restrictions: Specific zones for heavy weapons would require troops to withdraw 7.5 kilometers from the ceasefire line while restricting missile deployment to prevent further escalation of hostilities.
  4. Joint Military Coordination Commission (JMCC): This commission would serve as a monitoring and dispute resolution body, potentially under the oversight of a neutral third party to ensure impartiality.

International Monitoring and Verification Mechanism

To support the ceasefire, the GCSP proposes the establishment of a robust international monitoring mission comprising 15,000 personnel, including military, police, and civilian components. The mission would focus on:

  • Conducting reconnaissance and deploying rapid reaction teams
  • Utilizing static observers and Unmanned Aerial Vehicle (UAV) surveillance for ongoing compliance monitoring

This mission could be organized under the auspices of the United Nations, the Organization for Security and Co-operation in Europe (OSCE), or a multinational coalition. It would report directly to a parent organization, such as the UN Security Council or OSCE, ensuring accountability and transparency.

The GCSP’s sustainable ceasefire plan for Ukraine highlights the urgent need for collaborative efforts to achieve peace in the region. By establishing clear military protocols and a robust monitoring framework, the initiative aims not only to halt ongoing hostilities but also to foster a stable and secure future for Ukraine and its people. The role of the international community will be crucial in facilitating dialogue and supporting this ceasefire framework as the situation continues to unfold.
